Uganda People’s Defence Forces (UPDF) soldier, identified as Cpl Collins Andebo, attached to Makindye Military Police, allegedly shot his partner before turning the gun on himself. The victim, Peroni Atulinda, a civilian support staff with the military police, succumbed to her injuries upon arrival at the hospital.

The incident occurred at around 7:20 am on Tuesday and is currently under investigation by detectives from Katwe, Kampala. According to Kampala Metropolitan Police deputy Spokesperson, Luke Owoyesigyire, the two individuals were previously in a relationship and had been residing together in Lusaka Zone, Makindye Division, before experiencing a separation due to misunderstandings.

Eyewitnesses reported that Cpl Andebo, armed with an AK-47 rifle and dressed in civilian attire, confronted Atulinda as she was boarding a motorcycle (boda boda). He then opened fire on her, resulting in severe injuries to her arms. Afterwards, Cpl Andebo turned the firearm on himself, leading to his demise upon arrival at Mulago Hospital’s casualty ward.

Atulinda’s body was pronounced dead at Nsambya Hospital, and a postmortem examination was scheduled at City Mortuary Mulago. Police recovered the firearm from the scene, along with 13 cartridges. Investigations have revealed that the couple had a history of relationship issues spanning about five years.

Deputy Defence Spokesperson, Col Deo Akiiki, confirmed that Cpl Andebo had been deployed to provide security for former State Minister for Water Resources Ronald Kibuule. He noted that efforts were made to intervene in the situation before the tragic outcome.

This incident comes just days after another case involving a UPDF soldier, L/Cpl Alfred Warder Okori, who was allegedly stabbed by his wife, Mercy Alowo, a police constable, due to domestic misunderstandings. Okori was pronounced dead at Luzira Prisons Staff Clinic, and Alowo was apprehended by prison security and handed over to the police.

Unfortunately, cases of armed security personnel resorting to violence against their partners before taking their own lives have been reported in Uganda over time. Investigations into the circumstances surrounding these tragic events continue as authorities seek to understand and prevent such occurrences in the future.
